Metric definitions are read-only here
Whether operators may author metrics from the dashboard is an open question. A metric's meaning is referenced by every campaign using it, so an edit silently changes what those campaigns measure.
Transfers never count as spend
Wallet-to-wallet transfers are excluded structurally, not by configuration. If they counted, two cooperating accounts could manufacture eligibility and drain a voucher pool.
